In reply to your Despatch No. 212 of the 29th September last, I have the honour to transmit for your information the enclosed copy of a report by the Inspector of Schools and the Head Master of Queen's College, on the subject of the proposed School at Kowloon.
2. I venture to urge the advisability of accepting Mr. Ho Kai's (Ho-Fung) offer and of starting the School without further delay as it is quite possible that that gentleman may withdraw his offer, unless a speedy decision is arrived at.
